El Paso based attorney, Philip E. Mullin has over 40 years of experience in family law, probate law and criminal law. Phil was born in Illinois and relocated to El Paso as a young child with his parents in 1954. As the child of a military father, Phil also lived in Germany for a few years before returning to El Paso and Fort Bliss for high school. He attended Loyola University for his undergraduat edegree and the University of Texas Austin Law School.

Phil followed in his father's footsteps and joined the army in 1972 as an active duty military lawyer in the U.S. Army Judge Advocate General's Corp. After four years active duty from St. Louis, Missouri to Seoul, Korea, Phil returned to Fort Bliss and served on active duty and then in the U.S. Army Reserve until 1994 when he retired as a Lieutenant Colonel.

After leaving active duty in 1976, he worked in the El Paso County Attorney's Office in the Child Support Division and then as a misdemeanor prosecutor until 1979 when he entered private practice. Phil is very active in the El Paso community and is a Past President of the El Paso Family Bar Association, St. Raphael Catholic Men's Association and El Paso Jaycees. He is also a 4th Degree member of the Knights of Columbus.

In his free time, Mr. Mullin enjoys watching baseball, football, basketball and hockey. He also loves most types of music from rock to modern younger artists.
